Budget Rental Terms for travel between 01-Jan-2018 and 31-Dec-2024
All additional drivers must meet the same minimum age and drivers license requirements as the renter. All additional drivers must be present at the start of the rental. If the additional drivers are not present at time of rental pick-up, they must present themselves to a Budget rental location at their earliest convenience to complete the Additional Driver Form.
Budget accepts most major credit cards as credit identification at time of rental including:
• Budget Charge Card
• American Express
• Diners Club International
Please Note: Union pay is currently not accepted currently, but they are working on a solution to accept this.
Payment of the rental must be made by credit card and the credit card holder must be present when the vehicle is collected.
Credit/Debit Card Pre-authorisations
We process a pre-authorisation for credit and debit cards for your estimated charges at the start of the rental and this may include an additional pre-authorisation of up to $200.00 NZD. This means funds to this value will not be available for your use on your card.
Pay Now rentals are also subject to an additional pre- authorisation of up to $200.00 NZD at the start of the rental.
At vehicle return final charges will be processed after completion of the rental and if applicable, the unused portion of the pre-authorisation will be released to you by your bank. If charges are greater than the pre-authorisation you will be required to pay the difference.
Please note the pre-authorisation may take up to 7-14 business days to be released by your bank. We will not be held responsible for any overdraft fees.
Card Transaction Fee
Any rental that checks-in will incur an additional surcharge on top of the rental costs if the customer is paying by a credit / debit card.
This fee will not be calculated into the approximate total.
The surcharge fees are below -
Visa / Mastercard: 2.2% on all rental charges
American Express /Diners: 3.1% on all rental charges
Cash Rentals: Cash is not acceptable as a prepayment for a rental, however, a cash prepayment is acceptable as a secondary method of payment with a prepaid tour voucher (not a travel voucher) when the amount of the tour voucher does not cover the rental charges.
New Zealand residents can pay by cheque at the time of car return. However, they must present an Budget-honored charge card at the time of rental.
All customers may pay cash at check-in so long as the customer presents an Budget-honored charge card at the time of the rental.
Travel Vouchers - Budget travel vouchers, ACTO's.
Debit Cards are accepted provided that the card displays the Visa or Mastercard logo, has been issued by a bank, has the customer's name and card number on the card, and the funds are being debited from a cheque/current account.
Prepaid and Reloadable Debit cards and gift cards, as well as Travel cards and EFTPOS cards are not accepted.
Please Note: Budget charges a card transaction fee for all rentals in New Zealand where a debit card or credit card is used for payment of the rental. This fee is calculated on the total rental charges including GST and will be added to the invoice amount.
Taking your vehicle outside the Country
Vehicles are not permitted to leave New Zealand.

Budget offers an extensive one-way service in New Zealand. Vehicles may be rented and returned to most offices; however, a one-way service fee may apply.

Skippers Road Narrow mountain road
Road from Coromandel across to Kuaotuna, Kennedy Bay. Steep, twisty gravel road.
Eastern Bay of Plenty:
Rotorua – Waikaremoana Wairoa Road. Portion of road is unsealed. Windy for 53 kilometres.
Te Paki Station – Cape Reinga. Most accidents occur in the last 10 kilometres of unsealed road to Cape Reinga.
Catlins Road (from Balclutha South Otago, Coastal route to Invercargill). Gravel.
State Highway 89 between Queenstown and Wanaka (known as the Crown Range).
State Highway 70 (inland Kaikoura Road). Twisty, gravel road.
Tasman Valley Road Sections of road are unsealed. Prone to avalanches.
Customers wishing to travel between the North and South Islands are not permitted to take Budget rental vehicles on the Inter islander Ferry across Cook Strait. To allow for this type of inter-island travel Budget has introduced a special rental system called a Multi-Island Hire which creates one continuous rental. If you require a Multi-Island Hire, the following rental conditions apply:
A minimum rental of 3 consecutive days is required on each island, with a minimum total of 6 days across both islands. If this requirement is not met the rental will be charged as two separate hires.
If you are traveling more than once between the two islands, the third (and subsequent) rental period has no minimum length of rental requirement.
The rental can start and finish at any Budget location in New Zealand (subject to vehicle availability).
You can cross between the two islands using the Picton Ferry Terminal and the Wellington Ferry Terminal, or you can fly into cities where Budget is located. Note: this policy only applies if you are traveling to the other island, not to a location within the same island.
A maximum of 5 hours is allowed between the drop off of the vehicle in one island and the pick up of the next vehicle.
A minimum of 72 hours notice is required of the customers intention to cross between the islands if a crossover booking has not been previously made. If notice is not given, we cannot guarantee a vehicle will be available on the other side.
It is important to note that no Budget vehicle is allowed to cross Cook Strait between the North and South Islands. Any customer taking a vehicle across on the Inter-islander ferry will not be covered by insurance for any damage occurred to the vehicle. If they collect a car in one island and leave the vehicle in the other island location without Budget authorization, you will face an automatic relocation fee of NZ$450.00 plus GST.

Please note the following:
Budget WELLINGTON FERRY location is based at the Interislander terminal, and does not meet the customer arriving or departing at the Bluebridge terminal. This terminal is approx. 2.2 kilometres away from Budget, and there is no bus service between the two locations.
Budget PICTON FERRY is based at the main ferry terminal, where both the Interislander and the Bluebrdge ferries berth.
Wellington will meet ferry arrivals up until 1830. Customers arriving after this time by ferry will need to collect their vehicle from the Wellington Airport location or from the Wellington City location the next morning.
Customers arriving off the Bluebridge will need to make their own way to the Interislander terminal to complete the appropriate rental documents.
Picton will meet ferry arrivals up until 2100. Customers arriving after this time by ferry will need to collect their vehicle from the ferry location the next morning.
NOTE: Customer collecting vehicles between 1800 – 2100 are subject to a Meet Later Arrival fee of NZ $50.00 + GST. This is not calculated in Wizard, and will be manually added to the rental agreement.
Wellington customers travelling on the Bluebridge ferry have two return options –
The customer can return the car to the Interislander terminal counter. They will then have to organise their own transportation (e.g. taxi) to the Bluebridge terminal are there is no shuttle service provided at the wharf.
The customer can leave the car & key with the Blue Bridge counter/ticketing staff. The renter will need to phone Wellington to advise the location to collect the car from there.
Ferries are met on Public Holidays, Christmas Eve or New Year's Eve.
One-Way Rentals: outside country
Not applicable. Cars are not allowed outside of New Zealand.
Waiver and Protection Options
Collision Damage Waiver (CDW) is mandatory and included in the rate. Taxable
New Zealand Excess Reduction (ER) is optional (taxable)
In case of accident or damage, if Excess Reduction (ER) is not purchased the renter will be liable for an amount ranging from NZ $3,450.00 to NZ $4,313, depending on the car group rented. Purchase of Excess Reduction (ER) reduces the renters liability to NZ $345.00 to NZ $575, depending on the car group rented.
Theft Protection (TP) is included with CDW
If you are making a contracted corporate reservation using an BCD or Fastbreak number, please check your company's rates and insurance coverage before booking. Standard Motor Vehicle Insurance is mandatory on all Budget leisure rentals, but contracted corporate rates and insurance coverages may differ.
Please Note: If you require additional insurance coverage you may purchase locally to reduce/remove the insurance excess. Just ask at the Budget rental desk when you collect your vehicle.
Public Liability Insurance
Coverages for third party property damage up to NZ $350,000.00. Third party injuries are covered by the state insurance organization, ACC (Accident Compensation Corporation). The renter is not liable for third party injuries.
Personal Accident Insurance and Benefits (PAI) (TAXABLE AND OPTIONAL)
Personal Accident Insurance is an optional insurance to renters 21 to 70 years of age.
PAI provides accidental death and capital benefits cover, as a result of an accident, up to a
maximum of NZ $75,000.00.
Driving License and ID Requirements
A valid driver's license must have been held for a minimum of one year. Learners or provisional licenses are not acceptable. International permit is required for licenses in non-Roman alphabet (this serves as translation only and must be presented with license from country of residence.)
Please Note: Chinese drivers licenses are accepted in New Zealand if they are translated fully into English by an approved translator. This also includes a notary translation done in China.
It is a legal requirement in New Zealand that all drivers must produce their current drivers license which has to be sighted by an Budget representative. An International drivers license is not valid unless presented in conjunction with their original drivers license.
Gas (petrol) is not included in the rates. Refueling rate is subject to change, and is approximately NZ $2.51 per litre. Most vehicles use unleaded gas (91 octane), while some of the SUV vehicles are diesel.
Delivery and Collection
Airports: Available for scheduled flights with flight number. For walk-in rentals, please state applicable terminal customer is arriving at.
Cruise Ships: Request service and fee. Please include the name of ship, name of pier and city where car is to be delivered on reservation
Railway Stations: During normal hours - request service and fee.
Hotel/Motels: During normal hours - request service and fee.
The location in Whangarei (WRE) will deliver to Kaitaia, Paihia: Must request service and fee.
Outside Normal Hours: Always on request service and fee.
For collection of an Budget vehicle, the customer must telephone the Budget location direct, nearing completion of rental.
Child Safety Seats (CSS)
Budget uses convertible child safety seats that serve as an infant (5-20 pounds/2.267-9.071 kilograms ) restraint in a rear-facing configuration or as a toddler (20-40 pounds/0.971-18.143 kilograms) restraint in a forward-facing configuration.
As a service to the customer, all locations must fit/install child seats in the vehicle. The customer must be informed the seat has been fitted, but it is the drivers responsibility to make sure any child travelling in their vehicle is correctly secured. They must check the installation of the seat(s) prior to their travel.
Cost is NZ $13.00 + GST per seat per day, maximum cost NZ $65.00 +GST per rental.
Booster Seats (CBS)
Select Budget locations offer booster seats for youngsters 40-80 pounds/18.143-36.287 kilograms. Seats can vary in model and style, so please contact the rental location in advance if you have specific questions.
As a service to the customer, all locations must fit/install booster seats in the vehicle. The customer must be informed the seat has been fitted, but it is the drivers responsibility to make sure any child travelling in their vehicle is correctly secured. They must check the installation of the seat(s) prior to their travel.
Cost is NZ$ 13.00 + GST per seat per day, maximum cost NZ$ 65.00 + GST per rental
Where2 GPS Units
Portable GPS units are available at most rental locations in New Zealand.
Availability of these units can be checked in the Counter Products screen, and can be hired in conjunction with any car group rented.
Cost: NZ $9.95 + GST per day; NZ $49.95 + GST per week; Maximum charge of NZ $99.95 + GST per month.
One-way rentals are permitted between all locations with no additional one-way fee. One-way charges for the vehicle will still apply.
Budget NZ is not able to provide vehicles or hand controls for renters with special needs. Ski Racks (SKR) / Snow Chains (SNC) / Snow Board Racks (SBR)
Participating Locations: All South Island locations
Please state number of pairs of skis / snowboards on reservation.
Cost is NZ $12.50 + GST per day per item, up to a maximum of NZ $90.00 + GST per rental per item.
SNC and SKR/SBR can be fitted onto groups B,C,D,E,K,P,F,W,V.
Chauffeur Drive - Not available.
Rule of the Road - Drive on the LEFT.
Roadside Assistance (RSN) / Roadside Assistance Plus (RSP)
Emergency Road Service as provided as part of standard rental and covers mechanical breakdown (i.e. where the vehicle develops a problem through no fault of the renter). Non-mechanical issues that are caused or contributed to by the renter will result in the renter being charged a callout fee (approx. NZ $75.00 - $150.00) and the costs of fixing the issue.
‘Roadside Assistance’ is an optional product that provides cover for these costs for a daily charge. This offers fast, dependable rescue service for our renters and provides roadside assistance for lost keys and remote entry device lockouts, flat tire service, towing (if the vehicle is inoperable), jump starts and emergency fuel delivery (up to NZ $10.00 fuel delivery).
‘Roadside Assistance Plus’ offers the same cover as above with the added benefit of one free front and or rear windscreen replacement due to stone chips, been cracked or shattered.
Terms of booking on this website
The rates on this website are often heavily discounted. This is due to our negotiated rates and bulk buying power. On very rare occasions, a rate may be displayed incorrectly due to our, or a vehicle supplier's error. In such a case, if you book with us at a quoted rate that is incorrect, we will notify you of any price change and give you the option to proceed or cancel. We make every effort to keep information on our site up to date, but we cannot guarantee this website is free of errors or omissions and retain the right to update or change the information published at any time.
To the extent permitted by law we/the owners of this website will not be liable to you or to any third party (whether in contract, tort, or otherwise) for any direct, indirect or consequential loss or damage (including but not limited to any accident, injury, delay or loss of enjoyment) arising out of your reliance upon information contained on this website, including but not limited to your use (or inability to use) any products or services described or procured through this website.
When you pick up your vehicle, you will be required to sign a rental agreement with the supplier of the vehicle. Your rental and use of the vehicle will be governed by the terms of the rental agreement and any other documentation or information provided to you by the supplier at the time you pick up your vehicle. The rental agreement is between you and the supplier and we will not be liable to you or to any third party in relation to the terms of the supplier's rental agreement or any other documentation provided to you by the supplier at the time of pick up.
While we will make reasonable efforts to ensure we are representing only reputable suppliers, we make no warranty about the fitness or suitability of any third party (supplier) product or service and will not accept responsibility for the quality or fitness of any vehicle. We welcome feedback from our customers on their experience with our suppliers. We may, at our discretion, provide you with reasonable assistance in resolving any dispute you may have with a supplier.
Our total liability to you in relation to your use of this website and the information contained on this website will not exceed the dollar amount of the deposit we have received from you in relation to your booking/rental. Refunds will not be made for bookings cancelled due to inclement weather. Again, we strongly recommend that you take out travel insurance. Your use of this website is governed by the laws of New Zealand and the jurisdiction of the New Zealand courts.
To make a booking you must complete our booking form which is easy to follow and secured with the latest encryption technology. Once we receive your form, we will, subject to availability, confirm your booking by emailing you a confirmation voucher and invoice.
If you are booking via phone, please make sure you have read the terms and conditions of the vehicle you wish to rent first. Our reservations consultant will ask you if you have read the terms and agree to them before proceeding. The onus is always on the renter to ensure they make themselves fully aware of the terms displayed on our website.
In booking on this website you acknowledge that we disclose your information to your selected Supplier in order to provide the requested rental services.
Vehicle capacity and fitness to drive
Under no circumstances are you permitted to carry more passengers than the vehicle you rent is legally registered to carry, and if you do your insurance may be invalidated. The number of seatbelts (and passengers) is indicated next to each vehicle on this website. Luggage capacity where shown is an indication only and we will not be responsible should you be unable to fit your entire luggage into a vehicle. It is your responsibility to choose a journey that is within your capabilities. A vehicle supplier can refuse to rent a vehicle to any person who is in their opinion unfit to drive or does not meet eligibility requirements. In such circumstances we will have no further liability to you.
In the event of cancellation, any deposit amounts paid at the time of booking are non-refundable.
If you are unsatisfied with our service, please contact us within 48 hours of placing your booking or request and we will work to resolve any issues and determine if compensation is due. In the event you have completed your rental and are unhappy with your vehicle, we are happy to assist you in seeking compensation from the operator of the vehicle.
